Uzbekistan: Hamkorbank – MSME Finance, Audit and HR (September 2017)

Hamkorbank is a medium-sized bank headquartered in Andijan that received intensive technical assistance from LFS in numerous projects sponsored by EBRD and KfW for building up successful and profitable MSE lending operations. In this follow-up project, Hamkorbank directly requested LFS for assistance in optimizing its micro lending process and products as well as for review of internal audit (IA) and HR functions in accordance with the best practice standards. LFS performed an assessment of IA, micro lending and HR function in order to provide recommendation what should be changed to increase micro lending efficiency.
Assessment of the Internal Audit approach and elaboration of recommendations how to improve IA in accordance with best practice experience;
Assessment of micro lending practice and micro process efficiency; evaluation of products tailored for micro clients;
Elaboration of recommendations how to improve micro lending process to increase the efficiency;
Product development for micro lending – uncollateralized loan and automated loan for repeat clients;
Assessment of trainings for micro lending and other bank’s departments; assessment of on-the-job training for trainees and mentoring system in micro lending department;
Elaboration of recommendations how to improve training system to better support micro lending growth;
Assessment of other factors impeding Micro lending efficiency such as HR deficiencies (HR structures and staff qualification, recruitment, career path, development of middle management staff) inefficient organizational structures at branch level and contradictory duties definition and segregation etc.
