In 2002, LFS was commissioned by KfW to carry out a review of the micro and SME finance sector of the Philippines. The study included the following:
- Analysis of the MSME sector, its sectoral and regional structure, its potential, and the obstacles to its development
- Assessment of the regulatory and supervisory framework for microfinance institutions and banks
- Analysis of the current crisis of the Philippine banking system, and its causes
- Assessment of the financial and technical capacity of the micro and SME finance sector to offer loans and other financial services to MSMEs
- Evaluation of the Government Financial Institutions engaged in SME and micro finance
- Assessment of other donors’ activities
- Development of project options for KfW, and elaboration of a detailed project proposal
